When cleaning a powder-coated weapon, you have to be very selective as to what cleaner you use. Many solvents will dissolve powder coatings. When preparing parts for powder coating, it is recommended that the parts be heated to 220 degrees for 15 minutes and allowed to cool, prior to application of the powder. This allows any moisture that may be trapped in cavities or pores to flash off before it is painted so the gas doesnt blow holes through the coating after the powder melts. As with all coatings, a phosphate conversion prior to application is strongly recommended, as this will enhance corrosion resistance and promote adhesion of the coating. For reliability, corrosion resistance, and ease of cleaning, I personally recommend thin-film polymer or ceramic coatings, which can be applied to all surfaces, including threads.

Health Alliance Medical Plans last month announced its coverage of two over-the-counter drugs formerly available by prescription only: Wyeths Alavert and Procter Gambles Prilosec OTC. Health Alliance will require members who have prescription drug benefits to obtain a written prescription from their physicians for the new over-the-counter drugs in order to receive coverage. The news at Health Alliance follows Medco Health Solutions expansion of its Generics First program in June to include Wyeths analgesic Advil and allergy remedy Alavert.

What We Must Do: America is facing a health care crisis caused by a combination of skyrocketing costs and an insurance system that leaves 47 million of us without any coverage. We must make quality, affordable health care available to all U.S. residents. All Americans should have access to a basic level of care that includes the prevention of disease, health promotion and education, primary care (including prenatal and reproductive health), acute care, long-term care and mental health care. At the same time, the federal government needs to take action to reduce the costs of health care for individuals, businesses and communities. As a nation, we are spending $1 out of every $6 we earn on health care. Over the last three decades, increases in the amount we spend on health care have consistently risen faster than wages and inflation. If nothing is done to control costs, we could be spending $3 trillion for health care by 2011 and $4.2 trillion by 2016. Thats 20 percent of U.S. gross domestic product (GDP).
Alan M. Garber [*] In a body of work, Laurence C. Baker thus asks how managed care can bring about widespread effects on health care markets and health care delivery. In two papers on health care spending, [1] Baker finds that areas with high levels of HMO market share spent less on fee-for-service Medicare beneficiaries. Since prices for Medicare-covered services largely are fixed by regulation under Medicares Prospective Payment System and physician fee schedule, the lower expenditures probably reflect reductions in the intensity of services that Medicare patients receive in areas with heavy penetration of managed care. Furthermore, because the patients studied were covered by the traditional fee-for-service Medicare program, the fact that their care appears to be influenced by the presence of managed care plans suggests that the managed care system can have important effects on the performance of the entire health care system. Changes in health care spending lead to questions about the mechanisms by which managed care may affect expenditures on and outcomes of care. In more recent work, Baker and Martin L. Brown of the National Cancer Institute report [2] that areas with high HMO market shares saw consolidation in mammography facilities through the early 1990s. In other words, higher market share areas had fewer mammography providers, each doing higher volumes. Because there are significant economies of scale in providing mammography, consolidation is associated with reductions in the cost and often the price of mammograms. But consolidation also could harm patients if it made it more difficult to obtain the procedure. To determine whether this occurred, Baker and Brown study cancer diagnoses and mortality rates. Although they find that waiting times for appointments were sometimes longer in markets with greater consolidation, they also find no evidence that cancers were diagnosed at later (and more severe) stages, or that mortali ty rates were higher, in such markets.

UN passes declaration favoring human cloning banThe United Nations recently passed a declaration opposing all forms of human cloning as “incompatible with human dignity.” This declaration was supported by the United States and led by Costa Rica. The declaration passed in the General Assembly upon the recommendation of the Sixth Committee by a vote of 84 in favor, 34 against, and 37 abstaining. The declaration does not have the force of international law, though it does make a strong international statement against all forms of human cloning, including research cloning.

The drama of mergers, acquisitions, downsizing, and the managed redirection of health care resources away from acute care hospitals and high-technology medicine has overshadowed another change in the contemporary health care culture (Duva, 1990; Edmonds Hallman, 1995; Gabel, 1997; Salmon, 1995). The purpose of this article is to discuss the growing interest in alternative health care and offer an explanation for this phenomenon. Alternative health care is not easily defined. Often it is explained by describing what it is not — the scientific practice of nursing or medicine as it has come to be understood in first world countries during this century. Physicians who are sympathetic to the movement say that alternative therapy encompasses a broad spectrum of practices and beliefs (Eisenberg et al., 1993), and reflects a holistic world view of health and illness that is outside the biomedical mainstream of medicine (Rauckhorst, 1997). Other writers compare and contrast traditional and alternative medicine as a way of defining its practice. Western medicine is specialized; alternative care is holistic. Scientific practice is evaluated by its outcomes and its coherence with protocols; alternative therapy is not in conformity with the standards of the medical community and is considered to be unorthodox. Little is known about its safety, efficacy, or effectiveness (Gevitz, 1988; Lohr, 1997; U.S. Congress, 1990). The science of medicine is taught and practiced in universities and hospitals; alternative care is not widely taught is U.S. medical or nursing schools and is generally unavailable in American hospitals (Eisenberg et al., 1993; Engebretson Wardell, 1993). Insurance companies and federal and state governments pay for traditional medical care. With few exceptions (acupuncture and chiropractic medicine), alternative therapy has not been included as a health benefit by health insurance companies (Eisenberg, 1997). Recently, however, Oxford Health Plans announced its intention to offer coverage for alternative health care and provided its enrollees with a list of providers and services (Oxford Launches, 1998). There is an elaborate certification and licensing system for health care providers and hospitals; the world of alternative therapy is unregulated and its practitioners are usually unlicensed and uncertified (Eisenberg, 1997).
LIKE ALL health reporters, I get a lot of books sent to me - the vast majority promoting some new (or not so new) alternative therapy. You know the sort of thing. Why Zebras Dont Get Ulcers (a guide to stress), The Nine Myths of Ageing, and Yoga for Pregnancy are three of the latest. Most go straight on the pile under my desk, unopened, awaiting the recycling bin. I looked this quotation up and found that it comes from a piece by Dr Phil Hammond, the former Independent columnist, in which he lists a number of the claimed benefits for urine therapy concluding with “. . . and in Germany they have sold 100,000 copies of the urophiles bible, The Golden Fountain”. Thus is a dull fact turned into a citation. The claims made for the curative powers of urine are indeed impressive. A woman reported that her chilblains were cured by soaking her feet in her own urine. A builder described the practice of construction workers who peed on their hands at the end of the day to ease roughness and callouses. An HIV-positive man described how urine therapy had healed lesions inside his mouth and on his skin.
George DeVries remembers when complementary and alternative medicine wasnt quite as popular as it is today. DeVries co-founded American Specialty Health Plans in 1987 with only a few thousand dollars and a vision of what complementary health care could become. Thirteen years later, American Specialty Health Plans is the largest chiropractic and acupuncture health plan in the United States and the third largest specialty health plan in California, covering over 3.7 million Californians. Its been a long rime since I have reviewed gopher control in the vineyard. Its appropriate, given the time of year, so I thought we would take a look at it this month. All three rodents damage vines by chewing on them. New plantings and established vines are susceptible to both root damage and girdling. In addition to plant damage, these rodents will also move enough dirt to redirect water away from vines and literally into a hole in the ground. Ground squirrels specifically will chew drip lines and damage emitters. I have observed squirrels chewing things for no other reason than the fact that they are there. Control of these pests is broken into three fairly broad categories: biological, chemical and trapping.
Pocket gophers are fossorial (burrowing) rodents–so named because they have fur-lined pouches outside the mouth, one on each side of the face. These pockets, which are capable of being fumed inside out, are used for carrying food. Pocket gophers are powerfully built in the forequarters and have a short neck; the head is fairly small and flattened. The forepaws are large-clawed and the lips close behind large incisors. This feature allows them to use their incisors for digging without getting a mouthful of dirt, a unique feature to gophers. There are over 30 species of pocket gophers in the Western Hemisphere. Pocket gophers vary in size from 5 1/2 inches in length to over 13 inches in length. Litter sizes vary from one to 10 but typically average three to four. In the northern part of their range they have one litter per year, as opposed to up to two in the southern ranges. Young gophers are dispersed above ground and are capable of swimming as well on the search for suitable habitat to begin new burrow systems. Pocket gophers feed in three ways: they feed on roots, above-ground vegetation, and they pull vegetation into their tunnel to be stored in food caches for later consumption. In the vineyard, pocket gophers girdle vines, damage roots systems (most often in new plantings), and cause multiple-irrigation problems by promoting erosion and damaging drip lines. They are solitary little beasts, vigorously maintaining and defending their tunnel system. Depending on the species and available habitat, gopher population density may vary from six to eight per acre, to up to 62 per acre. Gophers do not hibernate and only cohabitate during the breeding season The burrowing activity of one gopher produces up to 70 mounds in one month. So how do you control such an active but solitary rodent? The fact that a gopher is solitary works to your advantage. You have three basic pest management tools for gopher control: Biological control, chemical control and trapping.
Rodent control is taking some interesting and not so encouraging turns. There is an initiative that will be introduced in California on the November 1998 ballot (assuming it gets the 500,000 signatures needed, which is a slam dunk in California). It is called an Initiative to Ban Cruel Traps. This initiative, in a nutshell, will make it illegal to use a body gripping trap. one that grips the mammals body or body part, including, but not limited to, steel-jawed leghold traps, padded-jaw leghold traps, Conibear traps, and snares. This initiative also states that, it is illegal for any person, including employees of the federal, state, county or municipal government, to use or authorize the use of any steel-jawed leghold trap, padded or otherwise, to capture any game mammal, fur-bearing mammal, non-game mammal, protected mammal, or any dog or cat.Now, stop and reread that paragraph and think about it for a minute. This initiative decides for us that we cant control agricultural fur-bearing pests any longer. For that matter, it specifically states that you cant trap anything that has fur on it for any reason, and that the U.S. Fish Wildlife Service, State Department of Fish Game and your local county ag commissioner or county trapper cant do it either. It does make provision for the protection of human health and safety (pretty considerate - you know how vicious those gopher and mole attacks on children have been lately), and it will allow you to use mouse traps in your basement. Oh, and by the way, it introduces two chemicals that can no longer by used - Compound 1080 and sodium cyanide. What are these used for? Well, its not rodent control. The state has been experimenting with these two chemicals for coyote control. They make a collar to put around a lambs neck. If the animal is unfortunate enough to be a victim of a coyote attack and the coyote punctures the collar its lights out for the sheep killer. The point here is precedent - get these two and then work your way on to household chemicals for insect and rodent control and sweep everything up in between.Since this is not a political editorial, all I can say is watch out for this one. Agriculture will lose big time, so tell a friend and lets make sure that we dont get tied down by bad law written by extremists. I think it is very important that we dont make our decision based on whats on TV. Hollywood is anti-trapping and they have a lot of money to spend to support their position. If you want a recent case history lesson you may look at the fine State of Colorado, which had a similar initiative pass last year by a 51% margin. After the smoke cleared, it was disclosed that Hollywood spent just a little over a quarter million dollars to promote the initiative. All the local state and county representatives, combined with the agriculture and fur trapping industries, could muster was $48,000, and they lost.

The American Journal of Obstetrics and Gynecology 2002;187(3), Part 2, focuses on how and why womens health and gender-based competencies should be woven into the fabric of undergraduate medical education. It discusses appropriate components of the health and medical curriculum, and combining health care competencies with educational objectives and models for teaching reproductive health.
“There are [more than] 30 million Americans who have no health insurance and another 20 million who have inadequate health insurance,” says Rep. Louis Stokes (D0Ohio), chairman of the Congressional Black Caucus Health Brain Trust. “It is mandatory that we begin to try and give Americans–particularly minorities–adequate health care as a right.” The Bush plan would give people not covered by Medicaid tax credits, and families making less than $80,000 a year tax deductions to pay for medical costs. He would also pass laws to ensure that even chronically ill patients could receive health insurance. The plan has received a cool reception on Capitol Hill, and alternate proposals, including a full-scale, government-paid national health insurance plan, are under development. But what does America really want for its health care system? The views are many.
Health Alliance Medical Plans last month announced its coverage of two over-the-counter drugs formerly available by prescription only: Wyeths Alavert and Procter Gambles Prilosec OTC. Designs that can incorporate this flexibility and reduce the necessary inventory required to accommodate a variety of sizes and structures have begun to arrive in the above ground swimming pool manufacturing marketplace creating easier systems to erect without sacrificing stability.Above ground swimming pools have an exterior wall of machined sheet metal construction formed into a continuous circular or oval shape. Support or reinforcing posts are located around the perimeter of the pool and serve to strengthen and maintain the pool wall in the desired position. Conventionally, various components make up these post assemblies and may include upper and lower rails for engaging and covering the upper and lower edges of the metal pool wall, some form of plate connectors which serve to mount the vertical posts in position and which may also be used to secure sections of ledges around the top of the pool wall. Having worked with the author for some years in the Advisory Division of the Cement and Concrete Association, I am not surprised to find the meticulous care taken in providing important details on many aspects of pool planning, design and construction. Swimming pools have to function in an environment aggressive to many of the materials used in their construction and the text provides guidance on avoiding potential problems. The majority of pools have a basic reinforced concrete structure built below ground which, externally, is subject to earth and water pressure and is liable to attack from aggressive ground conditions. Detailed guidance is not provided on reinforced concrete design but pointers to references on design are listed and factors affecting the durability of reinforced concrete are presented in some detail.

Exercise and Cancers: Research Opportunities for Health-Related Fitness ScientistsRepresentatives from the American Cancer Society (ACS), the National Cancer Institute (NCI), and the Centers for Disease Control (CDC) will challenge AAHPERD members to contribute to cancer prevention and control, describing the most promising research opportunities and resources to support investigation of the relationships between cancers and exercise. The presentation will be based on a synoptic article being developed by the ACS and the Office for Health Promotion of Northern Illinois University. Ruth Corcoran of ACS will describe a proposed collaborative research agenda, suggesting that two sets of consensually developed guidelines are needed to promote such research: one set to facilitate dissemination of what experts already know to the public and providers (including exercise specialists); and a second set to facilitate further collaborative research. Speakers from CDC and NCI will outline what is known about these topics, and how exercise scientists can contribute to further development (see accompanying abstracts). Presenters will recommend a process to develop research priorities, involving cancer experts, public health scientists, and relevant interest groups in AAHPERD. Cement use in the historic cemeteries of the French Quarter Although most concrete crypts and mausoleums are built in low-lying areas, where water could easily destroy a coffin, its not entirely true for the city of New Orleans. Basically, the majority, if not all, of the crypts and mausoleums in the cemeteries of New Orleans were built along the lines of traditional European cemeteries and to represent the architecture of a French city. In fact, many visitors to New Orleans have stated that these cemeteries do look like a miniature city-a “city of the dead”1 (Fig. 2 and 3). Most of the crypts and mausoleums in New Orleans are constructed of brick covered with a cement plaster (see Fig. 4). Even when these crypts and mausoleums need repair work done, workers use a mixture of both lime and cement. This combination does not detract from the original structure.2

Its a difficult confession for me to make, being a style leader and all that, but Im having a serious problem with the Eighties revival. Freas, 52, is making his fourth stop as a collegiate head coach, having compiled outstanding records at Allegheny College, Arkansas and LSU. During his career, he coached 25 Olympians and 165 All-Americans. Pat Mead, an assistant coach at the University of Delaware, has been named head coach of the Towson University mens and women s swimming teams. Only the second coach in the 30-year history of the Tiger mens program, he succeeds Ray Riordan. A 1992 graduate of Delaware, he set four school records and was honored as U.D.s James F. Baldwin ScholarAthlete Award winner in 1992. Clark Campbell, former assistant coach at the University of Minnesota, has been named the new head mens and womens swim coach at the University of Evansville.

In addition, for many eBay transactions, the cost of enforcing a contract is high relative to the transactions value, resulting in a practical absence of legal enforcement. (2) By providing a history of trade execution information, eBay benefits market participants by reducing information asymmetries while achieving substantial transaction cost economies. Market participants relate personal experiences, which eBay uses to calculate a numerical reputation measure for each user. Market participants, in turn, can use this reputation measure to assess counter party risk and adjust bidding behavior accordingly.

Freas, 52, is making his fourth stop as a collegiate head coach, having compiled outstanding records at Allegheny College, Arkansas and LSU. During his career, he coached 25 Olympians and 165 All-Americans. Pat Mead, an assistant coach at the University of Delaware, has been named head coach of the Towson University mens and women s swimming teams. Only the second coach in the 30-year history of the Tiger mens program, he succeeds Ray Riordan. A 1992 graduate of Delaware, he set four school records and was honored as U.D.s James F. Baldwin ScholarAthlete Award winner in 1992. The business of commercial real estate continues to work its way through the challenges created by the Tax Reform Act of 1986.Today investors are primarily in two categories; owner-occupied or investment companies that are trying to seize the opportunities in this real estate cycle where the spread between cost of funds and anticipated returns are at an all-time high.Real Estate Investment Trusts, or REITS, can now buy properties with good credit tenant occupancy at capitalization rates around 11 percent with cost of funds remaining near 4 percent. This 7 percent spread is not necessarily available for the typical real estate investor, but such investments will provide a stimulus for other investment funds.

City Creek is primarily residential and retail and someday probably will accommodate additional offices. This represents a great opportunity for our city to have a resurgence again.

Elk living near Fords ranch belong to the larger Fall Creek Herd, which numbers 5,100, exceeding the states population objective of 4,400 animals. Ford has created a private elk refuge of sorts with elk summering on his property in South Park.
Access to private land for hunting is becoming more limited, helping to explain recent declines in hunting participation rates, as measured by the U.S. Department of the Interiors Fish and Wildlife Service. Encouraging more landowners to offer fee hunting can offset this trend, providing enhanced opportunities to hunters while augmenting landowners income. But could fee hunting also benefit game and nongame species by encouraging landowners to make improvements in wildlife habitat? To explore this issue, ERS recently examined the implica- tions of expanded fee hunting on land enrolled in the Conservation Reserve Program (CRP). The CRP retires environ- mentally sensitive cropland from production and pays the owners to plant conservation cover. The ERS study considers a nationwide program similar to existing State programs (such as those in Kansas and South Dakota) that encourage landowners to grant hunters access to their land. The impacts of such a program were simulated using the CRP “Likely To Bid” Model, which ERS developed jointly with USDAs Farm Service Agency. When combined with an estimate of the demand for wildlife-based recreation within each county, the model predicts changes in the type and geographic distribution of land enrolled in the CRP as landowners take fee hunting opportunities into account.
New Texas laws give rural landowners greater liability protection when recreational guests are hunting, fishing or enjoying outdoor activities on their land. Judon Fambrough, attorney with the Real Estate Center at Texas AM University, says the new liability laws may encourage more nature tourism, a trend that is growing in popularity throughout the state. “A landowner may be more inclined to lease his or her hunting cabin to recreational visitors all year-round now that there is less worry about liability,” Fambrough says.

E-commerce today is enjoying the fastest growth rate of any business sector because, among other things, it is fast, convenient and cost-effective! According to the Internet Domain Survey, conducted in January 1995 by Net Wizards, some 4,852,000 host computers were linked to the Internet. The greatest percentage of these computers were being used in business (27%) and education (23%). The Internet Society estimates an average of 10 users per host. Total users on the net are approaching 50 million, with another million or so getting connected monthly.
